The Patio At 12656 Southern Highlands Parkway Isn't New. The Kitchen Is.

Walk through the gate at Tuscan Highlands, punch in code 418 at the call box, and you'll find a patio doing exactly what a neighborhood patio should: stone-fired pizza coming out of the kitchen, a happy hour that runs four to six every day, and enough regulars that the bar staff already knows the order before it's spoken. Tuscan Cove Bar & Patio opened here in February 2026, a partnership between Steven Kennedy of All In Hospitality running the room and Executive Chef Ricardo Romo running the kitchen. It reads like a fresh addition to the Southern Highlands Parkway dining strip.

It isn't. The address, 12656 Southern Highlands Parkway, belonged to Becca's Restaurant & Lounge before it belonged to Tuscan Cove. Becca's is now listed as closed at that same street number. The room didn't get built. It got reassigned.

That distinction matters more than it sounds like it should, because it changes what "new" means on this stretch of road. Southern Highlands isn't adding restaurants this year so much as it's recirculating them through a fixed set of storefronts. For a resident deciding where to eat this week, that's the more useful fact: the count of dining options hasn't grown much, but the names attached to a couple of familiar addresses have.

The Same Roof, A New Menu

Tuscan Cove sits inside the Tuscan Highlands community, gated but open to the public with that call-box code. The concept is built around staying, not turning tables: a roomy patio, Sunday brunch, craft cocktails, and a free email list, the Cove Club, that sends out patio night invites and game day reminders rather than discount coupons. Kennedy and Romo have framed the goal plainly around taking care of regulars and keeping the food and drinks consistent, which is a different pitch than Becca's made as a lounge with occasional live music and sports on the televisions.

If you ate at Becca's in past years, walking into the same building now gets you a different kitchen with a different rhythm. The bones of the space, the location inside the gated Tuscan Highlands enclave, the parking, the general footprint, carried over. The menu, the ownership, and the reason to show up did not.

A Second Kitchen, A Few Blocks Away

The other real opening this year sits at 11350 Southern Highlands Parkway, Suite 125: Mama Tess's Artisan Kitchen, which held its grand opening with a community open house and free samples in late August 2026. Unlike the Tuscan Cove story, this one is a genuinely new business rather than a name change on an old address.

Behind it is Stephanie Richter, known locally as Mama Tess, who spent more than 30 years in gaming hospitality and operations before leaving the corporate side in 2023. She partnered with Stephen Staats on several ventures, including the historic Pioneer Saloon out in Goodsprings, and some of the recipes now on the Southern Highlands menu, according to KLAS, first showed up there. The menu itself runs toward gourmet sandwiches, soups, salads, and handcrafted milkshakes, the kind of place built for a weekday lunch or a milkshake run rather than a special occasion.

Richter has said she doesn't want the restaurant to feel reserved for celebrations, aiming instead for a spot where families can grab a meal or someone can stop in when only a milkshake will do.

Why Turnover Is The Story, Not Growth

Southern Highlands built out its two main retail centers years ago. There's no undeveloped pad sitting empty along the parkway waiting for a new tenant, which means when a restaurant closes, the next one that opens almost always opens in the same shell. That's exactly what happened at 12656: Becca's closes, Tuscan Cove opens, same walls, same parking lot, same gate code.

This is a useful thing to know if you're trying to keep a mental map of where to eat, because the map updates by substitution, not addition. A resident who hasn't been down that end of the parkway in six months isn't missing a new development. They're missing a tenant swap at an address they already know.

It also means the neighborhood's food options are unlikely to expand much further in the near term without new commercial space getting built, which nobody is currently doing here. What you're watching, instead, is which operators can make an existing room work. Tuscan Cove is one bet in that direction. Mama Tess's, occupying a suite rather than a full standalone building, is a smaller and lower-risk version of the same idea.

The Rest Of The Fall Calendar

Restaurants aren't the only thing on the calendar this season. Southern Highlands runs a weekly farmers market through its partnership with the Las Vegas Farmers Market, held Sundays from 9 a.m. to 2 p.m. at the SH Corporate Center on Southern Highlands Parkway. It's a fixture rather than a seasonal pop-up, which makes it an easy default for a Sunday morning that doesn't require driving north toward the Strip for produce.

The bigger date on the fall calendar is the Southern Highlands Fall Festival, confirmed for Saturday, October 17, 2026, from 11 a.m. to 3 p.m. at Goett Family Park. It's a free, family-oriented event organized by the Southern Highlands Community Association, and it's become enough of an annual fixture that longtime residents plan around it the way other neighborhoods plan around a holiday parade. Goett Family Park itself, with its open grass field and covered pavilions, is the largest of the community's parks and the one that gets used for the events that draw the widest crowd.

A Weekend That Actually Uses Both New Spots

None of this requires a special trip off the parkway. A Sunday morning at the farmers market at SH Corporate Center, a milkshake and a sandwich afterward at Mama Tess's a short drive down Southern Highlands Parkway, and an evening slot at Tuscan Cove for the tail end of happy hour covers a full day without leaving the neighborhood's own commercial spine.

For the third Saturday in October, that same day shifts around the Fall Festival instead: morning and early afternoon at Goett Family Park for the festival itself, then dinner afterward back at Tuscan Cove or the newer Mama Tess's, depending on whether the mood calls for a patio and a cocktail or a booth and a milkshake.

What's changed this year isn't the number of places to go. It's which building holds which one, and knowing that keeps you from driving past a familiar address expecting the old name to still be on the door.
